Michelle Cummings

Fiscal Policy Analyst

Michelle Cummings is a fiscal policy analyst at the Rockefeller Institute of Government. Among other important roles, Michelle has served as the deputy commissioner and director of tax and fiscal studies at the New York Department of Taxation & Finance/Office of Tax Policy Analysis. She is also an adjunct in the University at Albany Department of Economics, specializing in state and local finance, and public finance. She has taught at the Rockefeller College of Public Affairs, as well as Union College.  

She holds a master’s in economics from the University at Albany and a bachelor of science in business from the State University of New York at Fredonia.
