Andrew Karhan has nearly 25 years of experience in vocational rehabilitation, workforce development, mental health, developmental disabilities, and transition. He currently serves as the project director of the Center for Advancing Policy on Employment for Youth, as funded by the US Office of Disability Employment Policy (ODEP) for San Diego State University (SDSU), and works on the VR Technical Assistance Center—Quality Management, as well as a variety of other state projects. Karhan has administered employment services programs for individuals in Pennsylvania and New York, as well as providing technical assistance on the implementation of best practices in employment, youth, and transition services in a myriad of states and organizations. He was also responsible for co-authoring and facilitating the initial Employment First recommendations in New York, the administration of New York’s Administrative Employment Network under the Social Security Administration’s Ticket to Work program; the oversight and implementation of New York’s Promoting the Readiness of Minors in Supplemental Security Income (PROMISE) project; and the development of a statewide work incentives navigator system. He believes firmly in the power of employment in the lives of all people. He has spent his career bridging system gaps to ensure all people with disabilities can engage in meaningful, competitive, integrated employment in their communities. Karhan has a BA in psychology from Messiah University, a master’s in public administration from Pennsylvania State University, a master’s in pastoral counseling from Liberty University, and is completing (2024) his EdD in leadership and learning organizations from Vanderbilt University.
