Senior Fellow Swati Desai is also an affiliated scholar with the Urban Institute. She has previously been associate professor of practice at the School of International and Public Affairs, Columbia University, and executive deputy commissioner for the Office of Evaluation and Research and Data Reporting at New York City’s Human Resources Administration. During her extensive service at the HRA, she developed its performance management system, the first in social services, particularly for the city’s Job Centers and employment contracts. Her research and evaluation have covered topics related to low-income programs, and how data on those programs is used, especially in New York City.
