Policy Analyst

Maxwell Herrera is a dedicated policy analyst at the Rockefeller Institute, where he specializes in postsecondary education and fiscal economic policies. In addition to his primary focus, he contributes to the Institute’s diverse research initiatives. Previously, Maxwell served as a researcher for the Minnesota Office of Higher Education, where he authored papers on state-level education policies, including college affordability, student loan debt, and the long-term impacts of early childhood education programs in public schools. His experience also includes roles as a legislative assistant in the Minnesota legislature and an undergraduate research assistant for policy development. Maxwell holds a master of science in public policy and economics with a concentration in advanced policy analysis from the Humphrey School of Public Affairs at the University of Minnesota – Twin Cities, and a bachelor of science in political science from the University of Iowa.
